description Introduction:  Despite the implementation of the health transformation plan and the increase in the number of comprehensive health services and centers in Iran in 2013, still a large number of people do not go to these centers to receive health services. In order to find out the reasons for this, the present study was conducted with the reasons for not referring to the health centers of Zahedan city. Materials & Methods: This case study was conducted in the form of content analysis and targeted sampling with semi-structured interviews based on the interview guide using open questions in the comprehensive health service centers of Zahedan in the year 2022. After receiving the code of ethics and other necessary permits, the researcher visited the desired areas and identified the people who had not visited during the last year. Finally, coding was done using the conventional content analysis method. Results: Finally, 34 people participated in this study. After analyzing the interviews, four categories emerged: "Provision of health services," "Time of provision of health services," "Infrastructure of health services," and "Individual beliefs.". Conclusion: Using the results obtained from this research, it seems necessary to provide effective health services to increase the satisfaction of those seeking help and to refer them to health and treatment centers to use health services. It is also suggested that those in charge make arrangements so that various services can be made available to the clients based on their needs.
