Summary:In developed countries, a global movement has emerged to change the structure of state sovereignty institutions, with the transformation of societies from traditional to knowledge-based societies and the use of modern communication conditions. The main purpose of this study was to identify the key indicators of a intelligent state sovereignty institutions; so, after reviewing the available theoretical literature, the criteria and indicators of smart society were identified; then, paired comparison questionnaires were prepared for the survey of experts, and content validity of the questionnaire was confirmed by 9 experts; finally, 6 completed questionnaires were obtained after preparing paired comparison questionnaire using the snowball method, and Index and sub-index weight and the final index weight were determined based on Matrix of their combined paired comparisons and using the Expert Choice Software. Based on the results, the weight of 8 main indicators are as follows: ICT 20.6%, HR 17.68%, Legal 15.12%, economic 15.11%, political 10.56%, military and security 9.05%, socio-cultural 7.84%, and construction and environmental 6.28%. The priorities of sub-criteria were identified, based on which executive proposals were presented to the Ministry of Interior for smart state sovereignty institutions.
