Summary:Widely used in Russia and in the world practice of development and realization of socio-economic programs is faced with the problem of non-compliance of the structural construction of targeted programs and schemes of the formation of the federal, regional and local budgets, which are funded from the funds of the program. The article analyzes the approaches to solving this problem by means of transition to performance budgeting, allowing dock budgets of different levels with goals, objectives, measures of socio-economic programs, which serve as a source offunding budgets.
