Summary:The basis for the legislator’s action is to create the legal basis for a specific right or obligation. An unusual act of law is a law that sanctions an existing practice and at the same time modifies the existing concept of the risk of old age, regulating the benefit for reaching 100 years of age. It createsblegal certainty, defines the premises of the right to the benefit and its amount, and the manner of proceeding. The mechanism for granting the old‑age benefit, which had been non‑statutory so far, has been replaced by a legal regulation, which, however, is not exhaustive and precise. The article discusses the legal constructions introduced by the new legislation and indicates the areas that require clarification.
