Summary:The concession granted to the Compagnie Nationale du Rhône expired in 2023. As part of the French government’s extension process, the Commission Nationale du Débat Public organized a preliminary consultation process. Our analysis draws on the discourse from the public debate in 2019, as well as a series of semi-structured interviews conducted in 2020 and 2021 with participants from the 2019 debate. Our results highlight the underrepresentation of certain social groups, particularly in terms of gender and age. These observations lead us to identify the influence individuals’ sense of legitimacy in participating. This preliminary consutation provides a moment for individuals and groups to present their arguments and demonstrate their relationships with the Rhône concessionaire and other river management stakeholders. In a context marked by minimal conflict, the consultation is thus viewed through the lens of social relations.
