description | This article offers a sort of inventory of cross‑border communication routes (rail, road and teleport) used for tourism since the 19th century in the Pyrenees, with a particular focus on projects that were never completed, and on the people behind them (engineers, entrepreneurs, elected representatives), from the French point of view. For the fashionable resorts of the 19th century, it was first and foremost a question of perfecting the appropriation of the cultural and landscape resources present in Spain. Spain is also seen by areas that feel threatened with economic decline as a set of resources and customers that could save the French valleys. The article concludes with four points. 1) Local notables are omnipresent. Although they did not necessarily have a direct financial interest, the Trans‑Pyrenees was part of a modernising mission in which they felt invested. At the same time, they were constantly dependent on external decisions and capital. 2) Certain places have the power to give rise to an impressive number of successive projects, which reflect the concerns and technologies of the time. 3) Ecological concerns have added a third field of force, especially since the 1970s, in the governance of these projects, alongside political networks and financial interests. 4) Despite the many failures, some projects have come to fruition. Infrastructure has built up considerably, but never seems to be enough, as transport transforms the areas that encompass the Pyrenees. |
