| Summary: | The article deals with the process of formation in the administrative center of the municipal district of a combined executive-administrative body with the competence to handle local issues, of both municipal district and settlement. Set out the necessary changes in municipal charters, the interaction of officials and local authorities and the coordinating role of regional authorities in the formation of a combined administration are described. Two variants of temporal model of redistribution of powers to implement a phased transition to the new conditions are considered. |
