| description | Through a study of a center for asylum seekers in Sicily set up in 2011 during the Arab Spring, this paper shows the growing tendency to securitize migration governance, to diminish the specificity of refugee flows and to resort to emergency legislation to manage migration. The conflation between undocumented migrants and asylum seekers has resulted in the proliferation of holding and reception facilities which opened up opportunities for some non-state actors designed to provide health and social services in those centres for “undesirable migrants”. This paper highlights the ambiguity of these non-state actors who have become key stakeholders of the migration control system and shows that the delegation to non-state actors of migration control functions helps the state to achieve its policy goals. It will also examine the living conditions of the asylum seekers in the centre, using the concept of “Total Institution”. Finally, this paper analyses the tensions that emerged over the establishment of the centre between local and national authorities and the local mobilizations against the centre, emphasizing the role of informal negotiations and bargaining in the local migration management. |
