Summary:This study aims to develop a sustainable ecotourism management model in Tlocor, Sidoarjo Regency, Indonesia, by combining the Community-Based Tourism (CBT) approach with SWOT analysis. It addresses the region’s underdeveloped ecotourism potential through qualitative-quantitative methods, expert consultations, and focus group discussions. The main outcome is an integrated CBT-SWOT model offering a strategic framework for sustainable tourism growth in Tlocor. Key elements include active community participation, institutional support via Village-Owned Enterprises (BUMDes), and collaboration among tourism groups (Pokdarwis), businesses, and government. The model leverages Lusi Island—formed from Lapindo mud sedimentation—as a unique ecotourism asset. It promotes innovative, community-driven initiatives such as culinary tourism and improved transportation. The findings show that Tlocor’s ecotourism aligns with marine-based and conservation-focused principles. The SWOT analysis supports an aggressive development strategy, optimizing strengths and opportunities while addressing weaknesses and threats.
