Summary:In order to promote accession to the European Union, the Committee of the European Union set up a support fund within the EU Budget to assist the countries intending to join the EU in 1998-1999. The purpose of the subsidy was the development in the area of transport and environmental protection infrastructure. The „Instrument of Structural Policies for Pre-accession Countries” programme (abbreviated as: ISPA) was aimed at promoting major regional projects exceeding 5 million euros, up to 75 % of the project costs, while a prerequisite for the support was, in addition to the provision of own contribution, the availability of co-financing to be granted by national governments. In what follows, I will discuss my experiences obtained through public procurement projects in Hungary on the basis of the ISPA project entitled „The Regional Waste Management Programme of Szeged”.
