description Water quality on the French Basque coast is a crucial issue for local managers. Micro-pollutants are one of the major challenges. These chemical substances, also known as emerging pollutants, can harm human health and the environment despite being present in low concentrations. Their management is complex because of their diversity, their multiple origins, a massive lack of regulation and the need for a global, multi-level approach to reduce their impact, which makes them a "wicked problem". This article explores the dynamics and challenges of managing these pollutants, focusing on local stakeholders and their perceptions of the issue. Water management on the Basque coast involves a variety of public and private stakeholders, each with different interests and responsibilities. For this study, 65 stakeholders were interviewed about their views on the local situation and on micro-pollutants. Their insights were supplemented by an analysis of local management plans and media coverage of water resource risks and pollution. Our research highlights four main barriers to public action: cognitive, socio-economic, technological and political. Local obstacles linked to the historical context and to the implementation of responses by stakeholders in water management also come into play.
