| Summary: | This paper examines the shifting dynamics of human behavior and perception in response to shocks, with a specific focus on the unique socio-economic and cultural context of Qatar. Our findings indicate that the COVID-19 pandemic significantly influenced sustainability practices, offering insights into how shocks, despite their negative impacts, may create opportunities for behavioral changes. Some of these changes have the potential to contribute to a more sustainable future. Specifically, this paper analyzes energy use before and after the global pandemic, emphasizing the insights relevant to Qatar's demographic and socio-economic conditions. The goal is to frame both the challenges brought by the pandemic and the opportunities it presents for policymakers within similar contexts. While the COVID-19 pandemic is a unique event, this research provides valuable perspectives for policymakers in high-income, transient societies seeking to foster sustainability and resilience. Recognizing and leveraging such turning points are critical in navigating the unpredictable landscape of building a sustainable and resilient future. |
