| Summary: | Several studies have demonstrated the multiple implications and the
resulting consequences of the implantation of Fundo de Manutenção
e Desenvolvimento do Ensino Fundamental e de Valorização do
Magistério (Fundef) (Maintenance and Development resources for
Basic Education and Teaching Valorization) in the relations between
states, cities and the country. It is shown in this article that even in
the Sao Paulo State which stands out for its financial situation and
offering differentiated public education, two small towns, located in
the same area, with social and economics characteristics and similar
sizes, adopted different ways related to Fundef and to the form
they joined to make educational municipal, submitting different
amplitudes. The results of another research were confirmed as the
largest adhesion probability and in a more way accentuated to the
educational municipal of the teaching by the more dependent of the
constitutional transferences. The presented data evidence the risks of
the financing of the education through bottoms, especially, when the
Ministério da Esducação e Cultura (MEC) (Minister of Education
and Culture) announces, as done extraordinary, the substitution of
Fundef for Fundeb. |
