Summary:Based on the analysis of modern scientific approaches to understanding the content of the institutional capacity of territorial communities and methodological approaches to assessing and determining the levels of community capacity, the article reveals the essence of the concept of ‘institutional capacity of a territorial community for project activities’ and substantiates the methodology for assessing the level of institutional capacity of territorial communities to implement projects and programs of the humanitarian response plan in Ukraine. It is proved that the level of institutional capacity of a territorial community for project activities is its resource potential and the ability to use it effectively based on basic indicators of community potential and criteria for assessing the effectiveness of management, including project management. According to the author's methodological approach, the assessment of the institutional capacity of communities to implement projects and programs of the humanitarian response plan is carried out using an integral indicator, which is the sum of scores for three independent indicators: the level of financial capacity of communities; the level of institutional capacity of communities; the level of capacity of territorial communities to carry out project activities. Based on the results of the assessment, communities are grouped by experts according to their capacity to implement projects and programs of the humanitarian response plan. A comprehensive methodological approach is proposed to assess the capacity of territorial communities to localize humanitarian response in three successive stages: assessment of the institutional capacity of communities to implement projects and programs of the humanitarian response plan; assessment of the capacity of communities to localize humanitarian response; determination of the capacity of communities to coordinate humanitarian response in specific sectors/clusters at the local level.
