description The aggravation of the economic situation has actualized the need to study the formation of a model of sustainable development of regions. Since the second half of the twentieth century, the transition from an industrial to a post-industrial type of economy has begun in the developed countries of the world. One of the signs of such a transformation was the relocation of most industrial enterprises from Western European countries to countries with cheaper labor, optimal climatic and economic conditions. Among the consequences of such changes are the following: a change in the structure of the labor force and employment, manifested in a reorientation to the service sector; a change in the structure of costs and the specifics of consumption. Currently, the cost of production is 20% of the price, while 80% is marketing expenses. The modern economic system is characterized as a «club economy», and the consumption of certain goods is becoming an element of mass communication and a way to minimize transaction costs. Entire industrial areas are disappearing, and there is a massive population displacement. At the same time, unemployment is rising in previously developed industrial regions. One of the tools to overcome the socio-economic imbalances that were caused by these trends was the development of a creative economy based on the creative industries. Its main elements are information, the creative class, copyrights and intellectual property rights. Due to the changing ways of production and consumption, there have been structural changes in the proportions of free and working time of the population. Currently, we are witnessing an increase in the free time of employees. The nature of work and employment is changing – the advantage of project work is given in comparison with permanent employment. The proliferation of various hubs, creative spaces, freelancing, etc. is far from a complete list of the changes that are taking place in society. The issue of defining the essence of creative industries in Russia is becoming relevant from year to year. The article is devoted to the analysis of the culture and arts sector as spheres of economic activity. The concept of creative industries and their interrelation with cultural industries at the regional level is considered. The role of the state in the development of creative industries is defined.
