Summary:Although often considered as a “landscape eater”, tourism can also be a triggering factor for environmental policies. In Northeast Brazil, nature conservation institutions have developed together with tourism, to regulate tourism activities and to fulfill the aspirations of tourism-oriented populations. Just as the groups and the administrations that sustain it, the institutionalization of the environment is a plural and conflictive process, which not only involves state agencies but also a cultural practice of awareness building on a daily basis. In that sense, tourism is both a revealer of social struggles for the environment and a precious ally for the making of new environmental conducts, due to its ability to produce images of nature and prescribe behaviors.
