| Summary: | Progressively densification has been regarded as an optimal urban planning model by public policies. It became a way of development imposed on the Paris peri-urban areas’ “communes”. In the peri-urban “communes” of the Île-de-France region, densification by collective housing remains complicated due to high costs, lack of engineering, or local protests. Their construction leads to antagonistic reactions among mayors. First, some of them become Malthusian : they try to prevent their municipalities from the construction of collective housing. Second, other are elected officials do not take the opportunity to develop collective housing operations. Third, some “communes” are forced to build because of the article 55 of the SRU law. Last but not least, some mayors choose density and create a strategy based on collective housing development. Reactions of elected representatives are varied, and remain fragile. Finally, a “commune” convinced by the necessity of densification could become Malthusian. |
