Summary:This research paper looks at the conditions in which the CGT created a social conflict observatory in the mid-1990s, along with the practical and political factors impeding this body’s implementation and ultimately causing its rapid demise. The failure reflects in part CGT leaders’ changing relationship to collective action, as well as the problems they had in developing indicators allowing them to monitor activists or engage in normal labour disputes that they might then have expanded. The experiment reveals the asymetrical resources available to employer and employee organisations as regards the production of expertise in areas such as economic analysis and industrial conflicts.
