description In the Peruvian Andes, rural populations belonging to communities tend to self-identify primarily as “peasants” (campesinos), despite the fact that they meet a number of UN criteria that allow them to be considered as indigenous (in particular, anteriority in the territory, specific institutions and cultures). In this article I propose that their attachment to this identification is largely due to a major reform of the twentieth century, the agrarian reform of 1969. Taking a pragmatic approach to the law and drawing on micro-analysis and social history, I will show that the community of Llanchu (Calca, Cusco) took shape in and through the process of implementing the agrarian reform. The attachment to the term ‘peasant’ thus highlights the importance of the social and territorial processes driven by the application of this reform, whose effects extend well beyond the period of application of the text stricto sensu. The aim of this paper is to help affirm the historical and political agency of these populations, both of which are largely denied them, as the events of December 2022 and January 2023 dramatically demonstrate.
