description Taking into account the basin approach, the problems of organization, zoning, rationalization and optimization of water use of transboundary rivers are solved most successfully. In this aspect, the achievement of rational, environmentally safe water use and the preservation of rich water resources of the transboundary Selenga River, which is the main tributary of the Lake Baikal, is possible only in case of resolution of urgent issues of the use and protection of waters in the territories of neighboring states, namely, Russia and Mongolia.
