| Summary: | As an emerging industry, the development of the yacht industry requires the support of relevant policies. This study constructs an analytical framework including three dimensions of policy purpose, policy instrument, and policy subject, and uses content analysis to analyze 509 yacht industry policy texts issued in China since 1999. Using a semi-structured interview method, this study further evaluates and confirms the fragmentation of China’s yacht industry policy. The study finds that the fragmentation of yacht policy is mainly manifested in policy contradictions, multiple and overlapping policy purposes, policy absence, and poor compatibility, unreasonable use of policy instruments, and poor policy coordination. Holistic governance is the theoretical approach to address the fragmentation of the yacht industry policy, focusing on the orientation of public demand, achieving an appropriate balance of policy purposes, employing multiple supporting policy instruments, and fostering coordination among policy subjects. |
