description Promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major national strategy, which has put forward significant demands for water resources. Studying the water security system of the Pearl River Basin oriented toward the construction of the Greater Bay Area is of great practical need and strategic significance. Building upon the analysis of the national strategy of the Greater Bay Area and its demands for water security, this paper proposes a research framework of water security in the Pearl River Basin for the construction of the Greater Bay Area. The framework includes six water-security systems of water resources, water environment, water ecology, water engineering, water management, and water disasters. It also includes four capacity-building approaches, namely water-disaster prevention, water-supply security, protection and restoration of the water ecological environment, and supervision of water-related affairs. Furthermore, it includes five key scientific technologies, i.e., the strategic layout of water resources, national water-network construction, smart water construction, water-system simulation under the influence of climate change and strong human activities, and interdisciplinary integration. Lastly, it addresses six key research areas: water integration, water simulation, water scheduling, water intelligence, water economy, and water institution. This research provides scientific support for ensuring water security in the Guangdong-Hong Kong-Macao Greater Bay Area and the Pearl River Basin.
