description Studying the carrying capacity of regional water resources is an important way to discover and solve regional water resource problems. In view of issues such as water resource shortage and water environment pollution in the northern Anhui Plain, an evaluation index system was constructed based on the main body frame method with Suzhou City as an example. The water resource carrying capacity of Suzhou City from 2012 to 2021 was evaluated by technique for order preference by similarity to ideal solution (TOPSIS) with combination weighting, and the obstacle degree model was introduced to obtain the obstacles to the improvement of the water resource carrying capacity in Suzhou City. The results indicate that the water resource carrying capacity in Suzhou City fluctuated (critical overload–mild overload–critical overload) from 2012 to 2021. The supply and demand of water resources in the city are in a tight balance. The amount of water supply per capita, the COD emissions per 10 000 GPD, and the daily treatment capacity of urban sewage treatment plants are the main obstacles hindering the improvement of water resource carrying capacity in Suzhou City. The evaluation results and methods are reasonable and reliable and can be used as a reference for evaluating water resource carrying capacity in other cities.
