Summary:In a context that frequently proves the difficult relationship between the State and the Indigenous organizations in Colombia, the principles in favor of a multiethnic and multicultural nation ratified by the Constitution of 1991 are testing their conversion in public policies for twenty years. This paper proposes an approach to the negotiations led for this purpose by two different dimensions: on the one hand, the institutional way; and on the other hand, the social mobilization motivated by protest.
