Summary:Abstract The article describes the historical background of the present National and University Library of Slovenia from the year 1918 to 1938. This time period was a turning point in its development: the number of librarian staff rose substantially, as well as the number of acquisitions (due to the legal deposit copies sent from the whole state) and library users. At the same time, the library introduced some new catalogues. Formally, the library was an independent institution, serving mostly the needs of the newly established University of Ljubljana. While it was striving to be formally recognized as the university library, the University tried to establish its own university library. Therefore, the aims of the two institutions did not coincide and their actions were not coordinated. In 1938, however, the library was finally formally recognised as the University library.
