The « Françafrique » system as a whole makes it possible to understand what could have led French civilian and military officials to be accused of complicity in genocide, without themselves intending to commit such a crime. In return, analyzing the french interventions in Rwanda, very well documented, sheds light on the whole french policy in Africa. Learning from Rwanda will be essential for this policy to change.
