Summary:Maintain a zone of French influence in Africa. This common thread of François Mitterrand's policy is also that of his predecessors and successors. It leads to anything, including supporting dictators against their own people. Rwanda is an extreme example, where Hutu extremists prepared and executed the genocide of the Tutsis. The « Françafrique » system as a whole makes it possible to understand what could have led French civilian and military officials to be accused of complicity in genocide, without themselves intending to commit such a crime. In return, analyzing the french interventions in Rwanda, very well documented, sheds light on the whole french policy in Africa. Learning from Rwanda will be essential for this policy to change.
