| Summary: | The local and global democracy, as an endless and a highly intense process
as the self-sustained humans production in their relations with nature, is
a utopia of the authors policy and theoretical production. The production
concept is used according to Lefèbvre (1973, 1991) in a broader sense concerning
the generation of knowledge, relations, society, material production,
works, ideas, which is different from its narrower sense of production
of material goods, things and products. With this conception as scenery,
in this paper it is presented and discussed the concepts of State, policy
and State in action, relating them with the societary and epistemological
paradigms (SANTOS, 1999) used in the analysis of the public policies and
of the education administration. |
