Summary:The national ecological civilization pilot zone policy is a comprehensive and integrated innovation strategy for China’s current ecological and environmental governance. Compared to conventional single-dimensional environmental regulation policies, the pilot zone policy has more diversified policy goals, richer policy implementation paths, and broader policy targets, exhibiting characteristics of composite policy portfolio. In this paper, the green total factor productivity of 283 prefecture-level cities in China from 2006 to 2021 was estimated based on the SBM-DEA model. And, the impact of the pilot zone policy on green total factor productivity was examined based on a difference-in-difference with multiple time periods model. The results show that the pilot zone policy significantly improved green total factor productivity in pilot provinces‌, mainly through the mediation effect of technological innovation and industrial restructuring. The conclusion still held after placebo test and robustness test.
