| description | The article deals with one of the major problems of historical science, the activity of the party-state nomenclature of the Soviet state during the period of continuous collectivization. In this paper, based on the decisions of party congresses and the activities of the Central Committee of the CPSU (b), the process of forming the legislative framework for the successful collectivization of agriculture is analyzed. In addition, based on the study of party documents, we observe the struggle of the official line of the CPSU (b) with the opposition in the bowels of the dominant political force of the state, both in the center and on the ground. Based on archival documents, the mechanism of continuous collectiv- ization of the North-Caucasus region by the party-state nomenclature is presented. Features of activity of the regional party-state administration apparatus are revealed. The article considers the system of training specialists in the field of agriculture, which was the most important condition for the formation and functioning of the personnel potential of the party-state nomenclature and the implementation of a successful continuous collectivization of agriculture. |
