Summary:The debt of local government units is, to a large extent, the sum of repayment of commitments contracted to carry out investment projects. It is not surprising that in the literature of the subject local government debt is presented mainly as good, profitable or constructive. Commitment to repayment obligations is always associated with the possibility of an occurrence of negative effects which often appear to be underestimated. In numerous scientific and public publications, the indebtedness of the Polish self-governments is assessed first of all by the prism of its relation to earned incomes. However, it is imperative to look for metrics and data sources to look at this debt from new perspectives. The purpose of this study is to present the results of research conducted in the communes of the Kujawsko-Pomorskie voivodeship using new measures of their debt.
