Summary:In the article the authors consider public service as a value potential of the society and analyze the interconnection of integrity and legal framework of public service. To highlight European practices, the article uses the example of French governance and the General Rules of Public Administration. The authors conclude that today the ethical infrastructure in the mechanism of control is becoming an important element in the transformation of the political and economic system, and the moral ability to choose the right moral and ethical behavior is an indicator of the integrity of spiritual and professional culture of the modern civil servant.
