| Summary: | The dependence of development activities on the ocean will be an important factor to be considered in future coastal zone use regulation in China. In response to the urgent need for spatial use regulation of city coastal waterfront in China, this paper analyzes the planning and management practices of waterfront areas in Portland, USA, based on the concept of waterfront use hierarchy. It examines the current governance framework of waterfront areas from two aspects: spatial zoning and regulatory policies. Additionally, it summarizes Portland's experiences in waterfront governance regarding resource use inventory, flexible zoning control, stakeholder participation, and policy implementation. Finally, policy insights and recommendations are proposed for the spatial control of China's coastal and waterfront areas. |
