| description | The purpose of this article is to understand the dynamics of the national bond among the populations of Western Sahara. In the absence of a solution accepted by the conflict’s protagonists, the Moroccan State mobilizes its public action mechanisms to create a national bond and formalize the integration of the Sahara to the nation-state. For their part, local actors successfully draw on the conflict’s loss of impetus to negotiate their relationship to the central government, the allocation of resources being at the heart of the compromise forged between the local and the national. The author borrowed from the corporatist theory and the scheme of protest mobilization to give an account of these dynamics through the concept of "territorial corporatism." The latter refers to a specific articulation between the Moroccan State and Saharawi society where compromise is the product of a system mixing institutional logics (top down) and informal mobilization (bottom-up). While the institutional sector indicates the emergence of local intermediaries accredited by the State with a mission of territorial mediation of interests, the informal sector may be the cause of a “bottom up” corporatism driven mainly by new social protest movements. |
