Summary:Since its creation in 1978, one of the principal missions of the Town Planning Agency of the Urban community of Lyon (Greater Lyon) has been the carrying out of town planning studies which have consequently been made available to the concerned services. The implementation of the experimental plan " Habitat et Vie Sociale " in the Commune of Vénissieux in 1979, and particularly the necessity of drawing up a preliminary draught in order to apply for the " label HVS " led to relatively new and undefined missions for the Town Planning Agency which had not been previously defined in its statutes : the animation and the coordination of this partnership plan, missions which go beyond the elaboration of classical urban studies. What could the position of the Town Planning Agency within such an original and experimental plan be ? How could the Agency’s role as producer of urban studies be exceeded to propose more adapted tools to these recent social housing neighborhoods ? The increased activity concerning these urban and social issues and the implementation of the Commission Permanente de l’Habitat ( CPHS), the local translation of the Commission Nationale de Développement Social des Quartiers ( CNDSQ) in 1982, have led to a gradual blurring of the role and the missions of the Agency, despite the structure having received recognized technical legitimacy. While these problems are becoming more complicated and politicized, how do the Agency manage these changes ? Since the reorganization of the technical services of the Courly in 1984 and the gradual awareness of the metropolitan social housing solidarity the missions of the town Planning Agency regarding this urban and social issue have changed.
