| Summary: | Under the background of dual-carbon targets, the development of marine carbon sinks is of great significance. To actively respond to the dual-carbon strategy and the Shanghai dual-carbon action plan, and tap the potential of Shanghai's marine carbon sink to increase sequestration, this paper sorted out the base of marine carbon sink resources in Shanghai, and clarified the contribution of carbon sinks such as salt marsh wetlands, oyster reefs, and plankton. This paper analyzes and judges the advantages and shortcomings of the development of marine carbon sinks in Shanghai, summarizes the development strategies of marine carbon sinks in coastal provinces (autonomous regions and municipalities), and puts forward the overall implementation framework of "five aspects and two stages" for the development of marine carbon sinks in Shanghai and the five key tasks of improving the policy system for the development of marine carbon sinks in Shanghai during the 14th Five-Year Plan period, finding out the resource base, enhancing scientific and technological support, exploring blue carbon trading and expanding domestic and foreign cooperation, so as to provide reference for the development of marine carbon sinks in Shanghai. |
