Summary:April, 2011. The excitement in streets is the sign that a major event for the future of the country gets ready: Raoul Castro convened the meeting of the 6th congress of the Cuban Communist Party. After years of defending an equalitarian social system escaping the American guardianship, the economic structures of the pearl of Caribbean islands are questioned. The arrival of Arab Springs, which symbolize the revolt of the peoples towards authoritarian and stiff political and economic governance, is most probably linked to this sudden need to modify the economic structures existing in Cuba. To the menu, 291 measures are announced to improve the everyday life of Cubans, the monthly average wage of which is 12 euro. As for the relation which maintains Cuba with the EU, it takes on an especially bilateral dimension today: the common position of 1996 was modified indeed never, Member States adopting a different attitude according to the relations which they maintain with Cuba, from a political point of view as well as from a historic one.
