description 【Objective】The irrigation districts in the Dongting Lake catchment have been undergoing a process of modernization. This paper proposes a method to assess the level of modernization in these districts.【Method】The assessment is based on the DPSIR (Driving forces-Pressure-State-Impact-Response) framework, integrated with the concept of modernized irrigation district construction. An evaluation index system was developed, and the level of modernization was assessed using the matter element analysis method. The method was applied to calculate the modernization level of the irrigation districts in Tieshan and Xihu in 2018, 2025 and 2035.【Result】The modernization levels of both districts progressed from the transformation stage in 2018 to initial completion by 2025 and full completion by 2035. Key indicators contributing to this modernization include irrigation guarantee rate (0.065 9), effective utilization coefficient of irrigation water (0.063 2), and the integrity of backbone irrigation and drainage facilities (0.045 7). These were identified as the dominant factors influencing the modernization process. The matter element analysis revealed the achievement of each goal and development potential for each index in the modernization process.【Conclusion】The modernization processes of the Tieshan and Xihu Irrigation Districts are both feasible and practically achievable. Our findings offer valuable guidance for promoting modernization of irrigation districts across the Dongting Lake catchment.
