Summary:The agroindustrial complex is a basic element of rural areas, the development of which forms the basis of rural life. Encouraging small businesses in rural areas to invest in agricultural projects helps create conditions for achieving the goals of sustainable, cost-effective development of agricultural farms and the rural community as a whole. State social assistance in the form of a social contract is able to actively involve poor citizens in legal economic activities, including in rural areas, and therefore needs further development. The article substantiates the conclusion about the significant role of agriculture in overcoming poverty and improving the well-being of the rural population. The author analyzes the practical and legal foundations of the social contract application, identifies a number of areas for improving the provision of social assistance to effectively operate personal subsidiary farms and individual entrepreneurs engaged in the agricultural sector.
