| description | Throughout the 19th century and until the eve of the First World War, the pilgrimage to Mecca was considered as a major driver of epidemic and subject to strict control by the colonial powers. During the conflict however, the pilgrimage also became a propaganda weapon, this brought about lasting changes in colonial policies. From that moment onwards, policies are less guided by a fear of epidemics and more geared towards the protection of pilgrims. Paradoxically, while epidemics rage everywhere else during the conflict, they disappear from the Hijâz. The health policies implemented around the Arabian Peninsula during the years before the war as well as the Red Sea quarantine system for Muslim pilgrims seem to have may have allowed for the anchoring of infectious diseases in circumscribed foci. It is in this postwar context of change in scale of epidemic risk that the respective responsibilities and ties between the international community, colonial powers and the nascent nation-states are recomposed. |
