Summary:Taking into account Ukraine’s significant dependence on oil product imports, it is very important for Ukraine to develop its own production and increase its share of biofuel substitution. The country’s biofuel potential can replace up to 35 % of imported diesel and bioethanol up to 10 % of gasoline. The development of the biofuel market is impossible without solving a number of economic and organizational problems, for which it is necessary to introduce financial and economic incentives for the producers of biofuel and to form a guaranteed demand for motor biofuel. In order to achieve the above goals, the article substantiates the need to develop a Strategy for the development of the liquid biofuel market in Ukraine and proposes measures that should be implemented to facilitate its development and implementation. The strategy allows to shorten the path to achieve goals, allows to choose the optimal path from many possible ones. This road is made up of decisions and actions. In the European Union, the regulation of biofuel production is carried out through: the directives on state support for the biofuel market; the standards governing the quality of biofuels; the state funding for research and development activities to promote biofuel development; the state support for the construction of biofuel, etc. It is pointed out that in Ukraine the production of biological fuel is almost stopped now, but the solutions of the problems of biofuel production will depend on the coordination of joint actions of the state, market participants and the development of a system of measures for creating prerequisites for creating a competitive biofuel market in Ukraine, taking into account foreign experience and current trends in the production and use of biofuel. The strategic priorities of the market development for the medium and long term, contributing to the widespread use of bioenergy and biofuel in all the spheres of the national economy, have been determined.
