Summary:This paper analyzes the effect of different forms of territorial governance in two similar and integrated territories, ruled under different regional autonomous administrations. The results show the absence of the protection of the economic landscape-economic performance dilemma. Moreover, shows the appropriateness of adjusting the rules and the institutional framework of governance to the functional reality of the territory, creating multilevel cooperation mechanisms adapted to the polimorphic micropolitan reality. Finally, detected the desirability of leadership, as well as participation mechanisms implementation, able of channelling information flows between citizens and administrations, breaking with some cultural grounds posed a setback for territorial development.
