| Summary: | The introduction of regulation of the rate of return in the electronic communications sector is a decisive step towards realizing our country's digital ambitions and harnessing the transformative potential of modern digital technologies. The article justifies the relevance of such a step in the context of Ukraine's commitments regarding domestic electronic harmonization of the communications market with EU requirements, particularly aimed at supporting market stability and enhancing the well-being of end consumers.
Based on an examination of international approaches to regulating the rate of return norms of telecommunications companies in developed electronic communications markets, the nature of their influence on investment activity and innovative potential, as well as ensuring access to affordable and quality digital communication tools for the population, is revealed. Possible options for the rate of return regulation are outlined, proposing a hybrid approach that involves applying a combination of approaches to find the right balance between consumer protection and the development of the electronic communications sector in Ukraine.
This study utilized general scientific methods such as analysis and synthesis as well as induction and deduction to study existing rate-of-return regulation approaches in the electronic communications sector. The application of the method of scientific description made it possible to reveal the main features of regulatory approaches. Scientific generalization methods were also employed to systematize the obtained results and form conclusions regarding the effectiveness and suitability of various profit regulation models in the electronic communications sector for practical implementation in the context of Ukraine's development. |
